Can items proc a warforge or titanforge in this bracket, or is this strictly a max level only thing?

What items are you talking about? Gear from all of the legion dungeons and raids can warforge and titanforge. However, the 210 blues from dungeons and rares can not warforge or titanforge. They can get an epic upgrade, but no WF or TF.

They can also proc socket, not sure about tertiary stays.

I’ve gotten 3rd stats to proc, gem socket to proc, and WF / TF.

Best piece I’ve gotten so far is warforged with a socket.

Titanforged + socket + 3rd Stat is 100% possible.

I’m talking about gear from normal bfa dungeons. Sorry, I should have been more specific.

in Bfa dungeons you "only" be able to get Socket and/or Leech

You can get a warforge in bfa dungeons, but I think the max it can go up is 10ilvls. You'll never get a titanforge before 120. Legion dungeons can titanforge, and raid gear of course.

Quests can only socket/tertiary stat, and they can have the bump in item quality so green can go to epic and that's usually about 10-13 ilvls depending on it's start point. Had some quest boots bump to epic 220 on my 110 yesterday as an example
