EU+US Very confused on the new Epic Items

So Pretty much what the title says. I dont play World of warcraft often, especially in BFA as it really demotivated me to play but I do pop on the XPoff forums every now and then to see how the twink community is doing. I now notice that you are able to get ilvl 31 epics from certain mobs and quests. Would someone please explain how this all works and is it like certain items or all possible items from dungeons too (EG The fang set as I play druid)

Sometimes it upgrades. Super RNG. No fang for you.

Quests rewards have a chance at upgrade
Dungeon drops can't upgrade
Necroaqua's list of farmable drops that can upgrade

Only Quest Rewards and BoEs that are UNIQUE (no other mob can drop it) to a mob.

As i said I am quite new to this so sorry for posting alot, What would you suggest for a resto druid? I generally thought that would be bis.

Lorekeepers then either a Aura or adaptable ring from satchel/crate or a Deep Fathom's. There aren't really any good quest rings unless you want crit

Yes there are weird exceptions everywhere. But at the point, people asking if fang gloves can upgrade are just being fucking lazy. That shit is literally asked and answered in every thread about upgrades
