Best Guess: You're on some quest that's causing odd phasing issues with the toon.
If you can figure out what it is, drop it or complete it; then check back in TwiHi.
Also, seems that Warbanded toons can't recomplete the WQ's & so on. At least, I've experienced this during the free weekend.

I've now abandoned or completed every quest in my quest log & still Twilight Ascension mustering area is empty. When I logged in just now the World Quest Elemental Infusion was showing on the map. I completed it (there were a few other players around too), won 10 Twilight's Blade Insignia, but still nowhere to spend them - Twilight Ascension mustering area is empty!!
EDIT: All addons are disabled.
that's wicked-bizarre?! I'd just move the toon to a warband if you want to kit them out in catch-up gear.
On my Level 20 vets, once I've started this event (& got there via a portal the quest giver opens next to him) how do I get to Twilight Highlands now?
There's a portal to get back, but the Orgrimmar portals (see picture) are not available to any of my Level 20s & never have been, so it seems I have to fly from Tirisfal Glades via the portal that gets me there.
(But at least I'm not having phasing issues, which seems to be the best guess about my Level 80 above.)

I'd guessed that was my workaround, as the gear is not Soulbound if you buy it. Luckily all my alts are in the same warband anyway, so that will work. Meanwhile, trying to get enough Twilight's Blade Insignia using all my Level 20s - hence the question above.
This was the answer but it took some tweaking.
I discovered Dürian (Level 80) who had the issue was on the questline Allies of the Horde: Vulpera although had dropped all quests. (Which is bizarre as I unlocked Vulpera aboput a year ago on another alt.) I switched on Low-Level Quests & Warband Completed Quests & I could see Where Are the Workers? in Twilight Highlands.
She completed the whole quest chain - don't know if I could have stopped sooner when the chain left Twilight Highlands, but here we are.

I accidentally discovered unflagged world PvP while doing the exploding barrel daily quest. I threw an exploding barrel on top of 2 other barrels with a lvl 80 hordie standing next to it.
Needless to say, the poor unflagged guy blew up, and I got my very first F2P world pvp kill by accident
