So what is the deal with these? No level requirement and BoA. Can twonks use these?

have you tested it before to know it cannot be use for lower levels ? are all items gotten from the cache fixed at ilvl116 and for lvl90 only ?

quite sure its fixed to lvl 90 items

Can confirm, the box only contains 90 items, they do not scale down or up. 100% tried everything
