TBH - start a fresh character is my advice, especially if you have any rare or gf'd gear on either character.
Boomie at 39 is a lot of fun, but if you are looking for something really broken then ( a geared ) Fury Warrior is about as broken as it gets, more so if you queue with a healer.
I've been playing a lot of Boomie, MW Monk, R Sham at 39, and tbh they are all fun and viable. The Horde Monk in my signature is pretty up to date.
