I don't see many 39's about, BG pop's are anything from 8 to 15 minutes. I haven't really noticed one faction or the other dominating.
I like the bracket, and would queue it more often if i could find someone to queue with, classes feel better balanced than at 19 and 29, maybe it's just not as popular so you dont get 5 or 6 FotM classes per team, dunno if that's it or not.
Gearing still isnt that hard for the current templates, and probably not worth all the hassle of getting to 54 ilevel with such a short amount of time until BfA comes, along with it's pre-patch, things are bound to change.
imo time is better spent getting suffix items and the blue suffix items before they go in BfA
If you do go with a 39 I can queue either faction healer or DPS - see signature for my "main" 39's
