Some questions regarding BIS

Hi so I have a bunch of strangely scaled epics that were all ruiined with the pre patch as item level no longer meant anything i.e cloudkeeper leggings, myrdion signet , scaled stockade pauldrons etc but I still have my scaled kang. However is the kang not the BIS due to its weak chanc eon hit ability ? If so what should I change to?

Anothe quick question is about wands and staves, are wands still BIS in all scenarios?

Kang is not bis, best 2h would be Sul'Thraze from ZF.

The scaled epics might not be useless. If you got them at 49 they should be iLvl 58 and have stats or effects competitive to the currently-bis iLvl 53-54 greens.

As for wands vs. staves, most casters have the epic dagger from Maraudon with the epic offhand from Stratholme, Blade of Eternal Darkness and Book of the Dead.

im pretty sure the reason wands were bis before the patch is because there was a bug that counted their ilvl as a 2h weapon, now it is back to just tweaking your stats, ilvl doesnt matter other than better stats.
