Some good enchants I have found:

Stealth scales to 5 agi/dodge in 39s, 4 agi/dodge in 29s and 2 agi/dodge in 19s (don't know if it's bettr than pvp power though)
The Cata version of enchant cloak crit scales to 5 crit in 39s as opposed to 2 crit from legion enchant and scales to 3 crit for 19s as opposed to 1 crit from legion enchant. (only bad thing is u lose the 2% speed bonus from legion one)
Heavy Knothide scales to 5 stam in 39s and I assume it scales well in 19s and 29s as it scales well in 39s.
Also, there is a Cata version of haste to cloak that scales the same way the crit one does, but I couldn't find the link.
