Noticed a change in Skull of Impending Doom

this is a rather good and more balanced thing for us twinks. Looks like it won't kill us anymore
Percentage is better when you're lower level and this is mostly just a nerf to lvl 70s
but I guess it all depends of the RNG in vanilla.
my lvl 39 mage has 2400 hp. If it deals minimum damage, 100 damage per tick then it's only 4% of my hp per tick and drains 20% of my hp overall
but if it deals maximum damage of 500 damage then it deals 21% of my hp per tick and 104% damage overall
So 60% of your health damage over all is a rather good thing for 39s twinks
For my case it will deal 288 damage per tick and a maximum of 1440 damage of my 2400 hp.
Please correct me if I have missed something. Left the mathimatical conclusions in case someone would see something wrong with them. It can also be hard sometimes to interpret the tooltips and sometimes there are stuff that aren't even mentioned in the tooltips of World of Warcraft.
Just want to come to 1 conclusion; Is this change a good thing or bad thing for us twinks?

100 damage x 5 ticks = 500 damage
500 damage / 2400 hp = 0.2083.... = 21% overall damage of your health
100 damage x 5 ticks = 500 damage
500 damage / 2400 hp = 0.2083.... = 21% overall damage of your health
but if it deals maximum damage of 500 damage then it deals 21% of my hp per tick and 104% damage overall
500 damage x 5 ticks = 2500 damage
2500 damage / 2400 hp = 1.04 = 104% overall damage of your health
2500 damage / 2400 hp = 1.04 = 104% overall damage of your health
