Level One-Derful
Did some poking around on Wowhead, filtering different things by required level. If you catch anything that was added/changed, let me know and I can update the list.

[NOTE: Just about all of these numbers are changing every week. As of this edit, most are lower. Will update them concretely once the beta is out.] Last updated 5/29/2020

--Consumables:

https://shadowlands.wowhead.com/item=175241/expedition-healing-potion - Slightly better than the Minor Healing Potion, has Lesser Healing Potion numbers. Perhaps related to the new starting zone?

https://shadowlands.wowhead.com/item=172903/holy-hand-grenade-of-ardenweald - A new engineering bomb, currently listed without usage restrictions. Scales to only 18 damage when used by a level one - not great, but when ranged damage is limited due to the savage snowball nerf, I'll take what I can get. May be level or profession locked on launch.

https://shadowlands.wowhead.com/item=172912/short-range-teleportation-unit - ̶A̶ ̶n̶e̶w̶ ̶e̶n̶g̶i̶n̶e̶e̶r̶i̶n̶g̶ ̶g̶a̶d̶g̶e̶t̶,̶ ̶c̶u̶r̶r̶e̶n̶t̶l̶y̶ ̶l̶i̶s̶t̶e̶d̶ ̶w̶i̶t̶h̶o̶u̶t̶ ̶u̶s̶a̶g̶e̶ ̶r̶e̶s̶t̶r̶i̶c̶t̶i̶o̶n̶s̶.̶ ̶S̶e̶e̶m̶s̶ ̶t̶o̶ ̶b̶l̶i̶n̶k̶ ̶y̶o̶u̶ ̶i̶n̶ ̶a̶ ̶r̶a̶n̶d̶o̶m̶ ̶d̶i̶r̶e̶c̶t̶i̶o̶n̶ ̶w̶i̶t̶h̶ ̶a̶ ̶c̶h̶a̶n̶c̶e̶ ̶o̶f̶ ̶b̶a̶c̶k̶f̶i̶r̶i̶n̶g̶ ̶(̶u̶n̶k̶n̶o̶w̶n̶ ̶e̶f̶f̶e̶c̶t̶)̶.̶ ̶M̶i̶g̶h̶t̶ ̶b̶e̶ ̶u̶s̶e̶f̶u̶l̶ ̶f̶o̶r̶ ̶h̶u̶n̶t̶e̶r̶s̶/̶c̶a̶s̶t̶e̶r̶s̶ ̶t̶r̶y̶i̶n̶g̶ ̶t̶o̶ ̶g̶e̶t̶ ̶o̶u̶t̶ ̶o̶f̶ ̶r̶a̶n̶g̶e̶ ̶o̶f̶ ̶a̶ ̶m̶e̶l̶e̶e̶ ̶e̶n̶e̶m̶y̶.̶ ̶M̶a̶y̶ ̶b̶e̶ ̶l̶e̶v̶e̶l̶ ̶o̶r̶ ̶p̶r̶o̶f̶e̶s̶s̶i̶o̶n̶ ̶l̶o̶c̶k̶e̶d̶ ̶o̶n̶ ̶l̶a̶u̶n̶c̶h̶.̶ (This has been changed to a fall damage item and now requires engineering)

https://shadowlands.wowhead.com/item=173191/heavy-shrouded-cloth-bandage and https://shadowlands.wowhead.com/item=173192/shrouded-cloth-bandage - New bandages for Shadowlands tailoring. Currently has no usage restrictions, but the scaling to Level one has absurdly low numbers, and the current BiS (mageweave bandage) is over six times better. May change in the future.

https://shadowlands.wowhead.com/item=8529/noggenfogger-elixir - According to wowhead, the Noggenfogger's level 35 requirement has been removed. Can transform you into a skeleton, shrink you, or give you slow fall.

https://shadowlands.wowhead.com/item=23989/crystal-of-ferocity
https://shadowlands.wowhead.com/item=23985/crystal-of-vitality
https://shadowlands.wowhead.com/item=23986/crystal-of-insight -
These crystals are now available to us in shadowlands, as for some reason Bloodmyst Isle and Ghostlands are playable at level 1 in the Beta. Since scrolls are nerfed, getting another source of stam/ap/int is nice. Credit to Winterly for this discovery.

--Item Enhancement (Temporary):

https://shadowlands.wowhead.com/item=171286/embalmers-oil - Seems to be a weapon applied craftable item from Alchemy. EDIT: Since beta, this item appears to scale to 1 health and 2 absorb. Nearly useless.

https://shadowlands.wowhead.com/item=171285/shadowcore-oil - Seems to be a weapon applied craftable item from Alchemy. No numbers available on the site, so I don't know what the base damage is or what it scales to. May be level or profession locked on launch.

None of the new blacksmithing stones seem to be usable at level one, unfortunately.

--Item Enhancement (Permanent):

https://shadowlands.wowhead.com/item=172918/belt-modification-electro-jump and https://shadowlands.wowhead.com/item=172919/belt-modification-damage-retaliator and https://shadowlands.wowhead.com/item=172917/belt-modification-dimensional-shifter - New engineering belt enchants. The wording implies that you can only use them on yourself, but there are ways using the trade window to get other belt enchants on BoEs and such, so time will tell if these work as well.

Something unique to this expansion is that all of the enchanter enchants coming out seem to be locked to level 50 to use the scrolls. This will really suck if it we can't get them, as there's a lot of really good ones, but nothing appears to be locking enchanters or high levels with the item from putting them through trade to enchant things for lowbies.

https://shadowlands.wowhead.com/item=172413/enchant-boots-agile-soulwalker
https://shadowlands.wowhead.com/item=172419/enchant-boots-eternal-agility
https://shadowlands.wowhead.com/item=177661/enchant-boots-speed-of-soul

These are the boot enchants currently on there. At the moment, it seems to just be two agility enchants and a Bear Tartare effect enchant. Whether these will scale high enough to be better than flat movement speed remains to be seen. More boot enchants will likely be added for other primary stats.

https://shadowlands.wowhead.com/item=172415/enchant-bracers-eternal-intellect
https://shadowlands.wowhead.com/item=172414/enchant-bracers-illuminated-soul
https://shadowlands.wowhead.com/item=172416/enchant-bracers-restorative-binding

Similar to the boot enchants, it's two intellect enchants and then a unique on-kill effect, this time healing you, similar to Swift Hand of Justice.

https://shadowlands.wowhead.com/item=177715/enchant-chest-eternal-bounds
https://shadowlands.wowhead.com/item=172418/enchant-chest-eternal-bulwark
https://shadowlands.wowhead.com/item=177659/enchant-chest-eternal-skirmish
https://shadowlands.wowhead.com/item=177962/enchant-chest-eternal-stats
https://shadowlands.wowhead.com/item=177716/enchant-chest-sacred-stats

In addition to the generic stat increases (Which might scale better than our current +3 stats BiS), there are some cool things here. Casters can get a much bigger mana pool (potentially), there's an armor increasing one, and then one that appears to give you a damage proc. Given that procs have been the basis of level one twink damage for awhile, and each time we've gotten a new proc it's scaled pretty well, this is promising.

https://shadowlands.wowhead.com/item=172411/enchant-cloak-fortified-avoidance
https://shadowlands.wowhead.com/item=172412/enchant-cloak-fortified-leech
https://shadowlands.wowhead.com/item=172410/enchant-cloak-fortified-speed
https://shadowlands.wowhead.com/item=177660/enchant-cloak-soul-vitality

Interesting new cloak enchants. They (besides the solely stamina one) all seem based on giving stamina and a tertiary stat. Avoidance is pretty useless at level one, but the speed and leech might be nice depending on how much is given. The current BiS, Shadow Armor, gives a single agility and 3 armor, so these may be better overall depending on the numbers.

https://shadowlands.wowhead.com/item=172361/enchant-ring-tenet-of-critical-strike
https://shadowlands.wowhead.com/item=172362/enchant-ring-tenet-of-haste
https://shadowlands.wowhead.com/item=172363/enchant-ring-tenet-of-mastery
https://shadowlands.wowhead.com/item=172364/enchant-ring-tenet-of-versatility

Ring enchants. Currently, theyre just the standard secondary stat bonuses that we're used to. Hopefully they scale better than the current +2 BiS. Mastery is likely still going to be useless for level 1s in shadowlands.

https://shadowlands.wowhead.com/item=172370/enchant-weapon-lightless-force

Time for weapon enchants, I will commentate these individually since they are different enough from each other. Lightless force sends out shadow damage when "Using offensive spells and abilities." This verbage typically denotes only working on spells, so this might be good for casters depending on the scaling. Hopefully this works for everyone and not just casters.

https://shadowlands.wowhead.com/item=172365/ascended-vigor

Ascended vigor looks pretty meh. It occasionally increases your healing received when you get hit. I can't think of any situation where this would be worth having on a level one, even in group content, as none of us have healing spells anymore. Unless paired with...

https://shadowlands.wowhead.com/item=172367/eternal-grace

Just kidding! While this enchant sends out healing, it is only procced by... healing spells. So, again, both of these are dead in the water until we get our healing spells back.

https://shadowlands.wowhead.com/item=172368/sinful-revelation

Another proccer, using the same verbage as lightless force. This one applies a debuff that increases damage taken by whatever school of damage procced the enchant. Given that this is probably percentile, and percents scale down for some reason when affected by scaling, this is likely going to be useless.

https://shadowlands.wowhead.com/item=172366/celestial-guidance

The last weapon enchant, increasing primary stats sometimes. Uses "when attacking, or using spells and abilities" as a clarifier, which further makes me think that Lightless Force wont work for melee. There were loads of these types of enchants in WoD and BFA, and none of them were ever good besides mark of warsong, which sucks post legion. Likely not going to scale high enough to be worth taking over Elemental Force, Lifestealing, or Deathfrost.

-Random changes to things we already use (Keep in mind these numbers are changing every week or so, click on them or mouseover to see the current data. I used to seperate them by which ones are buffs and nerfs, but given that the numbers kept changing I've just put them all in a list):

https://shadowlands.wowhead.com/item=118/minor-healing-potion Nerfed from 83 HP to 75

https://shadowlands.wowhead.com/item=19024/arena-grand-master Majorly Nerfed from 129 damage absorbed to 65, and from 11 stamina to FIVE. (No word yet on if it works during PvP again)

https://shadowlands.wowhead.com/item=8544/mageweave-bandage Nerfed from 848 damage healed to 747 damage (Still BiS)

https://shadowlands.wowhead.com/item=4388/discombobulator-ray Majorly Buffed from -3 Spell Power and -2% Speed to -13 Spell Power and -7% Speed.

https://shadowlands.wowhead.com/item=89230/restorative-amber Nerfed from 171 HP to 153 HP healed.

https://shadowlands.wowhead.com/item=1180/scroll-of-stamina Nerfed to 1 stamina from 2. This goes for all Level one scrolls that gave 2 of a stat: they have been changed to 1.

https://shadowlands.wowhead.com/item=23329/enriched-lasher-root Nerfed to 23 health from 25.

https://shadowlands.wowhead.com/item=150711/dingy-golden-band&bonus=3578 Party sync gear such as this at first seemed to have their stats increased substantially (look at screenshots from Twunxd below), but within a few days they seemed nerfed (look at the screenshots I posted below). Following this, they were nerfed AGAIN. (look at the second screenshots I posted below) Uncertain how they will end up, but it isn't looking good.

https://shadowlands.wowhead.com/item=22782/sindorei-cloak-of-warding Hugely Nerfed from 5 stamina to TWO! Armor unchanged.

https://shadowlands.wowhead.com/item=120257/drums-of-fury + all other drums from every expansion have been nerfed from 25% haste to 15% Haste

https://shadowlands.wowhead.com/item=74725/enchant-weapon-elemental-force Buffed from 30 damage to 38 damage for level 1s. Numbers for Lifestealing/Deathfrost, which were also standardized at 30 in BFA, still unknown.

-------------------

That's all I've found so far, but there's likely more to come. Please comment anything you find and I will update the list!

Been deep diving wowhead beta for a good while now, and you pretty much covered most of it except for a few things.
Weather beaten fishing hat will be 6 stam and 5 vers, made me think that it might have become bis again but then i noticed that the party sync gear got buffed aswell, wasn't able to check the actual gear sets but i was able to check the rings and such, so if we compare retail rings to the beta rings this is what it would look like.

Not sure if this is actually how it will turn out, but if it does then we can safely assume that the secondary stats on all the other pieces will be increased aswell.

Before assuming this as a buff we need to know how much points needed to increase that stat by 1% in new scaling system.

Ofc, but technically it's still a gear BUFF ;)
But yeah, i don't really think it's all that different honestly

Woah, great find! I'll add a note about that in the post.

Looks like there was some sort of change, Wowhead is now showing them as nerfed instead of buffed...

https://www.wowhead.com/news=312121/shadowlands-early-level-progression-updates

Blizzard
Item level progression has been updated. Item levels now increase faster in lower character levels, and low-level creatures are better tuned to account for this and other factors.

Additionally, Gold rewards have been increased at all character levels.

I notice BwB went from 7i to 8i
Dband 4str to 5str

Leaving a comment to note that the scaled numbers on just about all the listed consumables, gear, and enchants keep changing and most of them look like nerfs now, with the exception of the disco ray which has nutty numbers now. I won't update this every time the numbers change as they appear to be doing so extremely often, but I will update them when Beta begins.

@Blackberryy give him his valued tested badge already.
I've looked through his created forums the other week when he requested it and noticed that everything he post is informative testing. You should do the same. He deserves it.

Should have had it years ago.
When I am XPOFF administrator one day, you wont have to wait for these things.

Haha. I appreciate the sentiment. Right now I think someone needs to give a tester badge of some sort to Winterly too, but I wont bug anyone on their behalf.
