Rordan Waterwise location...

Where in the heck is Rordan Waterwise (the npc that starts the quest line in order to obtain the Whitewater Safety Blanket cloak)! I've been to the locations that Wowhead suggest with no luck at finding him (Thunder Totem, down stream a little in Whitewater Wash). I know I'm missing some pre-reqs but Wowhead is-a-lettin' me down lol.

It's a weird phasing Bug that happens when you're also on the Bonus Objective in the area. You're in the correct location, but try and finish the Objective 1st.

Good news, I got my cloak after finding the npc! However, everyone else I see on the Armory can use it to reduce fall speed but this is not on the one dropped for me... hmmm I must be missing something

That's a engineering tinker, not an ability linked to that particular cloak.
