kind of makes ya wonder if level 20 tanks will have the damage even worse than the frost mage shown above.

if you watch the video he said frost bolt and flurry were the only spells he could find that would scale

how can a lvl 20 get a bfa quest reward? its a 110 quest?
when I enter bfa on one of my 20s toons I get some instanced version of bfa in which there are no other players.

he also said he tested some of the classes, not all of them. ~4:18 to ~4:20 is about when he said that.

about 110 bfa, but probably a weaker version during SL with the exception of level 50s having the maximum value of the trinket.
for question 2: i think level 30 is when that zone will be unlocked in SL. but for the different instance, i don't really know that type of information. could be that they're trying to test some stuff out and forgot to remove that restriction.

BFA had weird scaling on beta/ptr, i remember player 110+ players complaining about it. one of the classes mentioned doing it was level-20 arc mages

He explained that the 8000% pvp scaling only happens with flurry and frostbolt so that is why he used a frost mage

maxlevels are gonna have a hard time with sl being crazy buggy, but i love when stuff like this happens... and that it gets fixed. there's something special about temporary craziness in wow.

Frost mage has scaled this way the entire expansion. Also works in reverse, a level 120 frostbolt/flurry on a low level will do vastly reduced damage, a greater reduction via scaling than abilities from other classes/specs.
