Because Minor speed is the only speed boots enchant that stacks with the cape speed.

ring of vigorous interruption > gear of the monkey
should get a parachute cloak to swap into for stuff like running flag in wsg, unless you don't play on doing anything but ambushing
and yeah minor speed > blurred speed if you're using a gift enchant to cloak. GL

Yes, but you don't get the resistance so if you wanna be fully BiS you need 2x charged gear of agility
