question about battle fatigue

Does battle fatigue always apply in any bg? Or does it only apply after doing damage to a player of opposite faction?

I know it says so in the text but if this is correct then an FC or healer would just need to make sure to do no dps at all to receive more healing. Or I am misinterpreting something.

Only applies after doing damage to another player.

To your second question, it won't matter if they do DPS or not; if they start getting attacked by opposition, they'll receive battle fatigue.
