Q: Twinks with white-quality rings/necklaces

I've noticed quite a few twinks (usually in the lower brackets) have common/white quality rings and necklaces, such as The Rock or Problem Solving Pendant.

What's the deal with that?

Now in legion, in instanced pvp your stats are based off of your item level. So those items have a high item level therefore boosting stats.

That would mean whatever stat boost is provided by higher ilvl items outweighs having an actual ring or necklace with stats ... in which case it seems sorta broken.

Indeed, but the high item level only applies for instanced pvp. But in world pvp such as duels, normal gear with stats is what you would want.
