Popular Twink Bracket?

Hey folks!

Been thinking of getting into twinking while my max level toon is more or less just doing chill PvP once in awhile. I've been out of the loop with the popular brackets lately especially with the whole XPoff that can cause queues to go on for decades. What do y'all recommend that guarantees a pretty healthy population? It can be either Alliance or Horde.

In retail your best (and really only) options are level 20 F2Ps or veterans, or 110s on a Legion capped account.

In Classic you can play whatever you want from what I know.
