because no one is going to sell you a "dope" account for $100 bucks unless they are truly quitting. It takes almost $100 bucks just to start at level one considering a new expansion is coming out.

If you were ordering from the Blizzard store it would take $40 to get to pandaria. Plus $15 for gametime, and a new expansion coming up, so add another 40-50.

In order for one to have a "dope" 24, one must have "dope" MoP" weapon enchants apparently..

So, you just want to have an account with 1 24 as i understand correct? why not buy a battlechest pvp level to 24 and buy some looms twink it non loomed and play for more looms, play a few instances get low level items sell for a crap load of money specially cloths, buy guild looms and i give you enchants? The only stuff you should work for is getting the aldor shoulder enchants but that is boostable 2 and get the appropriate level to apply them. Id help you with that but thats up to you.
