As it turns out, these are still obtainable from a single mob in a niche instance:

This is a rare mob that can be encountered during the class hall campaign quest http://www.wowhead.com/quest=44004/bringer-of-the-light in which you travel to the exodar.
Simply talk to Velen and then turn left to the Trader's Tier. Huk'roth will spawn with a bunch of felstalkers after about a minute of RP dialogue.
The trick for farming this particular mob is to leave instance group after killing the rare, which will reset the entire instance and port you back to The Portrait Room inside Dalaran. Then simpy take the portal again and repeat.
The droprate on this seems to be quite low, as I have put in ~50 runs in order to receive this single 810 relic. I have not gotten this to drop on any characters below 110.
Proof in the attached photo (no I did not loot it from the dead felguards on the ground, Huk'roth just despawned very quickly).
