Need Explanation For a friend

My buddy has an older account that doesn't have TWW expansion. He has several lvl 70 toons. If he ques for pvp at lvl 70 without TWW, what que is he in? Xpoff like a lvl 20? Or the typical 70-79?

He will be in the normal xp-on queue with everyone, but I believe lvl 70 is a separate single-level bracket. It's been this way for the last few xpacs.
