goblin SD is best for 20s because of faster crippling poison application+the burst. But since 19s only use deadly poison, the trade off for having 2 Shadowfangs is worth it. Plus the weapon's shadowbolt ability (i think they can trigger eleforce and/or any other weapon enchant).
