No, it is not possible. The price is reduced from 15g to 12g at Exalted.

I have the medicine pouch on my level one twink. The "on use" does not work. You have to meet the level requirements. So unless you just want an extra 10 STA not really worth it.

Not really. You lose more important stats to gain a tiny amount of stamina. You can't use the heal. The pouch isn't much use at this level.
