Most people know of this, drops in the Deadmines pretty often

Yup, not grandfathered. It scales to the level of whoever picks it up. So if a 15 does a bunch of deadmines, then they'll get one sooner or later. It's also the same ilvl as other blues from dungeons...so just a bit of swag from using a boe instead of a common dungeon drop.
