I started wondering if I perhaps could obtain https://www.wowhead.com/item=821/riverpaw-leather-vest as a lvl 5 since it can upgrade to epic. It seems that it is not possible since I grinded one from Riverpaw Mongrels and it turned out to be a level 10 version. Hope you see this if you start wondering the same thing!

Elwynn Forest 1-60 doesn’t scale properly for level 1s. The boes that can drop in Elwynn off the rares scale to level 4. It’s the only zone that isn’t scaling properly, also the only worth while zone for epics. I’ve put in several bug reports.

Although you specifically asked about BoEs, it's probably worth reminding folks that Patch 8.2.5 greatly-increased the number of quests (and epic quest-upgrades) that are obtainable all-the-way-down to Lvl-1...

Can even quest a little further now, as they reduced the level restrictions for some of the follow-ups.

Although you specifically asked about BoEs, it's probably worth reminding folks that Patch 8.2.5 greatly-increased the number of quests (and epic quest-upgrades) that are obtainable all-the-way-down to Lvl-1...

Yeah they can be huge but I am myself too lazy to make new twinks so I rather do the best with the ones that I got

We mentioned up above that 10+ zones drop 10 + gear. They don’t scale down past that. 1-60 zones sure, besides elwynn.

I wasn't sure as the wowhead lvl requirements are way different but now I learned my lesson

I mean, blizzard does change stuff every patch or just randomly, so honestly you never know what might just randomly start working. Never a bad thing to test stuff over and over (especially after a patch). I test the same few things everyday, hoping one day they might end up working randomly.
