US Loot Issue

Is there any reason I wouldn’t be able to receive this item? (https://www.wowhead.com/item=18370/vigilance-charm)

I’ve been farming DM for a few weeks now and I’ve seen this item drop 3 times for 3 different rogues. It appears in the warrior loot table for all 3 specs, but I’ve yet to have that RNG.

Finally a rogue offered to trade it to me yesterday night, but said that it wouldn’t let him. It just kept giving a prompt that “this player cannot receive this item”. I submitted a bug report, but am I missing something technical to why I wouldn’t be able to loot this?

Just sounds like bad luck that you havent gotten it to drop

On the whole player cannot receive this item theres only one possibility I can think of considering it's not a class specific trinket or anything.

If the item that drops for you is technically an upgrade (higher ilvl) you apparently cant trade it, it wont have any 2 hour window. I have no proof of this I've just heard hearsay. But a lot of items that drop for lvlers will be higher ilvl than their heirlooms so they'll soulbind because they're "upgrades."

So if this is a working mechanic that may have been the problem.

i dono if its a confirm
but i hav run into instance
where loomed up toons always got an excuse
on why i cant have that shitty blue they just looted

Yeah I have that same issue. I always thought levelers were notoriously stupid but if the upgrade thing works then that would be why they're not able to. It makes sense when you think about it
 
I guess a minor update, still no luck with the Charm, (now pushing 42 runs, keep in mind I got The Sword of Riv after 37 Strat runs) but after lava running BRD three times I managed to get Ironfoe and the Hand of Justice. I don’t know what the deal with DM W is, but I think I cashed out my RNGsus.

Not sure if HoJ is worth the stat loss of the Charm, but I’m going to test it out.

It’s sad that doing this kinda shit is more fun than BFA. 6 more days.
