lightweight retinal armor for lvl 20?

hello guys, today i saw this guy wearing https://www.wowhead.com/item=77533/lightweight-retinal-armor?bonus=6873 this, but it was ilvl 19, searched this in pandaria engineering, but couldnt find ilvl19, anyone knows how to get this?​

since i just got the https://www.wowhead.com/item=77533/lightweight-retinal-armor?bonus=6873 , now i have no idea where to find 10 haste cogwheel, can anyone help?

 

just went there, and the cogwheel gives 16 haste, it doesnt show required ilvl but i asssume its 32. is that the one or did i check the wrong one.

just made it to cata 75, turns out it scales down with lvl, ty for the advice.
