Level needed for farming bis boe greens?

How am Does anyone lnow what level is needed to get the item level 43-44 greens to drop?

Tested this on my 44 rogue in silthus...IL 39 greens dropping which is why I came to the forums. Not sure if it’s a chance or what but all 3 greens were IL 39

Would tag axonn if I knew his xpoff handle. When I see him in game next I can ask what he's found while testing this.
