It depends entirely on what you're gearing for.
There are three different categories you can aim to gear your character for: instanced pvp, instanced pve and openworld.

"Gearing" for instanced pvp is the easiest. It almost doesn't matter what you wear. Just make sure you're not wearing any cloth items and that your average ilvl stays above 115.

If you want an optimal set for instanced pve (only applies to instances appropriate for your characters level ie TBC content) you should go for almost exclusively swp gear. Go for high stats and lots of sockets, but prioritize high ilvl in every slot. Most BiS pve sets sit on average ilvls of ~160.

Finally, if you want to gear for openworld (ie duels, wpvp, openworld pve content - everything not taking place in an instance) your gear choices are a bit more intuitive. You want the highest amount of stats while completely ignoring ilvl. A lot of this gear also comes from swp but you'll find that some pieces also come from different raids.
