Is this +4 haste enchant still usable?

Im not sure which enchant that is specifically, but I think the "Accord" enchants give +4 as long as the ring is high enough item level, for example the WF gear.

If I remember right, the same enchant will give less stat on lower ilev items, but I do not recal the threshold, or what it is after the recent item level changes.

+4 are the “accord of x” secondary ring enchants from bfa.

yes they work and are available because they have a higher ilvl cap than other old world enchants
