There hasn’t been an expansion were hunter twinks weren’t fotm in the lower bracket.
I wouldn’t be to content about the survival hunter nerf; it will most likely keep being a fotm class

there were parts of mop where they weren't fotm at all, only lil, myself, snug, and maybe 1 other person were even viable on hunters, can't remember if that lasted the whole xpac though

actually you know what i'm pretty sure the cc we had was still pretty nutty, idk about fotm though, there was def a time no one played hunt

5.3 and 5.4 hunters were back to fotm, before that it was avengers shield fest.

survival can still harpoon>belf>trap and 29s are getting a 5 second stun.
survival also has double kill command with a 30% dmg buff as a tier 1 talent on beta
survival is getting disengage
survival is getting ranged dots
hunters are getting buffs to pet utility in bfa

No need to go crazy with survival imo. BFA survival looks solid to me.
