ilvl28 greens viewed from a different character

I noticed the other day when I view BOE greens on a different character (Inspect), I see most of them scaled down. For example, Ilvl 28 gear on my character appears as ilvl 22 to a different character. Has this always been the case? Is it just a tooltip issue? Does it have any effect in PVE?

I’ve noticed that in bg’s. Did u take the screen shot inside a bg or arena?
Shouldn’t impact u. Just a visual thing I’m sure.

I have 2 accounts, and I see it that way pretty much everywhere, BGs, dungeons, capital cities... First time I noticed that was around a month ago.

It shows the items how theyd drop for your char if you got it. But just read the req level. If it says req 19 its just a tooltip error.
