ilvl caps

On my level 10 disc priest, inside the BG, I've swapped my high ilvl white neck, rings, offhand with the boa's or a low level white (and vice versa)

I don't see any stat changes, primary or secondary. I don't see any difference in spell values from the logs.

Is this a level 10 ilvl cap thing? Are these items really BIS?
 
I see a difference on my 10 Warrior. When I wear my wpvp gear I have 60 critical, 54 haste, 49 versatility.

When I have my ilvl set I have 64 critical, 67 haste, and 50 versatility.

Like @DeLindsay has observed, every class has a different template. You may need a higher ilvl avg to see an increase?

Hover over the stats with your mouse. There is a difference.

I was under the impression it didn't change once you were in the BG but I could be wrong.

No it doesn't snapshot, it will change. I don't think it's thresholds; I think it's just a very small % increase and you need to accrue enough of them to bump the rounding to the next %. Which is why everyone is different (different base stats, different increases).

I feel like there's a blue post saying how much each item level gives % wise but I can't find it.

20 int * 2.0% = 20.2 int, which shows as 20? (no increase)
30 int * 2.0% = 30.6 int, which shows as 31? (increase)

As mentioned and alluded to from some of the replies, I guess I haven't crossed the next ilvl threshold to see a stat change. This post on Item Level and Stats also talks about it.

We had someone gain a stat outside of the thresholds. So our thoughts are now it's a small % increase like above^ per item level increase.
