I think it was a bit more complicated than that. If memory serves, the idea was that it required a group of increasingly lower level toons to hit the mob, causing it to scale down further and further until it was actually lootable by the 39. I also feel like I remember someone trying this recently and finding it patched.

Which also appear to spawn in darkshore.
I think they must spawn during some event that the 39 got into (tagged along with another high level).

Unfortunately I think those are related to the Burning of Teldrassil scenario. 39's wouldn't have ways of getting in the same phase.
