I can't open Chromie with my alt acc

Hello everyone, i did 60 level my character on my WOW#1 and i created new wow account as WOW#2. i have already 60 lvl on WOW#1 but i can't open chromie from my WOW#2.
I'm sure, i did those that quests as WOW#1 and WOW#2 "Finding Your Way" i checked it with "/run print(C_QuestLog.IsQuestFlaggedCompleted(60344))"
and also i did BFA quest "Speaker Of the Horde" i checked it with /run print(C_QuestLog.IsQuestFlaggedCompleted(46931))
But i can't still see chromie on my WoW#2 with 55 lvl character.
After that i hitted a character to 10 lvl on my WoW#2 when i went to go orgrimmar i skipped the tour and the chromie is unlocked
Why is the thing that is open at level 10 and not available at level 55?

Currently I believe that characters >= level 50 cannot use Chromie TIme until the 10..1.5 patch changes Chromie Time some.

I didn't want to wait for ticket. I made a new character and i opened chromie.
