How's BiS 19 Balance?

Hi guys ive never made a twink in classic, but have gathered up all BiS already through my 60 for Balance thanks to DoByG's Druid Gear Guide in the "Hows your Classic Twink coming along" thread. Was wondering if its any good and does it dish out good damage in wpvp?
