How to socket ilvl 19 ghost iron dragonling?

Hello, I'm new to twinking and just figured out how to "downgrade" a ghost iron dragonling to ilvl 19 but tinker's gears I can make require an ilvl 38 item.

Are there tinker's gears for ilvl 19, or how do you/ can you downgrade a regular tinker gear?

You buy the cogs from the engi vendor in your capital city, you dont use the ones you can make.

Don’t think so since the recipe itself says level 33 ingame at the moment.

you need full cata eng to buy the cogs. don't do it at 20 unless insaneo f2p.
have a friend who has the engi buy the cogs and place them, then trade the boe drag to you.
