How long are ques on average at night?

I wanna make a twink but I'm not sure how long ques are at night? Also would like to know if turning off xp in shadowlands puts you into an xp off bracket. If anyone can help me would be appreciated.

If you turn your xp off ur never gonna get a que pop, but we do weekly war games every Friday and we would love to have more people join!!
