How do you downscale a boomstick epic to 19?

Saw a 19 twink with a ilvl31 PCB and I want the same. Someone even uploaded a ilvl31 version on wowhead to make me salty. I have an original lvl43 req boomstick on bh and i want to turn it into 19 one

Farming azshara rares? Since they used to be lvl45-55. Also a sidequestion if any1 got the blue dagger off eare naga in azshara. Ive been killing it nonstop but get only greens and high lvl clams

By azhara rares i meant are people killing them and getting epics at 19

Buy from AH, wait for it to expire, open ticket on desired level, and hope the gm scaled it
