How do dungeon drops work?

I'm a lvl 39 Twink and am going to start gearing. I noticed there are a lot of dungeons I can do but in the adventure guide the loot I can get will require level 45 despite me being able to que for it. Will it scale the drops down to my level? I assume it works in the opposite direction as well?

If you can Q for it it will scale. If you just walk in boss blues will not but greens can.
