Highest +% instance PVP

Hey guys.
So I was thinking - what level has the highest % advantage with full BiS in instanced PVP?
19 is max 7-8% with wand(makes+5%)
I have a mage 79 that has +17% advantage (wand included)
What are your experiences?

At 99 +14% (not BiS) without wand. Also 99s have access to artifact which lvlers does not have. Makes quite huge difference.

I know. That is not what I asked at all.
I am just curious what levels had the biggest advantage against leveling players.

Yes thanks I have a 99 DK sat about i733 With all the 800 Legion gear, and upgraded WoD craftables. Think I have an unbound 746 legion Agi trinket for a 99 knocking around too.

Used to have a Cata geared 79 Lock, that just felt dirty to play, so now it's an 80
