EU Heirloom Neck Is Not BiS For Casters?

Why is it that rarely no one uses Crystal Starfire Medallion when it's the BiS neck for bgs. You don't use the neck healing in bgs since it shares the same cooldown as potions (saltwater and third wind pots). Crystal Starfire Medallion has better stats, 1 intellect>1 versa.
