Can you get Garden Sickle or Garden Hoe at low level?

Pretty sure you can't. Last I checked, you can't tap the Draenor herbs as a low level, so there's no way to get the Draenic seeds.

also the npc that sells said items isn't visible to low levels.

You can get them for tmog though! they are available appearances on my 19s I actually don't even remembering acquiring them.
