Furbolg pouch at 39?

Been messing around on chardev recently and I was wondering if the furbolg medicine pouch healing effect works at this level? I really doubt it but I think it would make the best option w/ the new zf mallet over that polearm with the +20 stam

I'm pretty sure the effect requires level 45.

No problem. Once again, I'm not 100% sure, but I'm fairly certain it will not work on sub-40 characters.

mallet of ZF + book of survival is a good combo. i like khoo's point for general use but that 7 hp5 is really good for long term duress.
