Nah 1h + OH is still best. Even with just Gravestone + boa offhand is 32int 11 stam + secondaries. Staves are 28/9/8 secondary if going heirloom.

Most people don't have gravestone. The current offerings are much closer, though I think 1h/offhand wins out with the offhand enchant.
