Flexweave Underlay new ilvl requiremens?

I've tried to put Flexweave Underlay on some cloaks, but can't do this due to 'low item level'. Tried on ilvl 22-24 cloaks, don't have access to anything higher ATM.
Did anyone figured this out?

That's sad news.
Is there any chances to get such ilvls on 10-20 lvl toons, or old good Parachute cloak is still the best possible option?

there is a way to get high enough ilvl, but you're not going to like it...

Quick wowhead search brought bunch of Outland quest rewards like this or that, so I think I'll get them and check.
