I've been wondering about these, for PvP. I have a few of these across several servers (Couple rlvl 15s and 18s) but haven't tried them. I would guess in PvP that the random proc doesn't save you as much as an on-demand trinket. Never saw an armory with one. No ICD sounds good, though.
What spec would you use them with? I was mostly looking at ele-shaman. Maybe Lock?

Not sure on the ppm but it's more of a novelty than something I would rely on (any class). Sometimes you get nothing for 2-3 fights other times you get back to back procs like its christmas.
