Evoker - Leaving Starting Zone - Level 10 (Skip Level Ups First Zone)

Hello Community, can someone explain here how you can skip the Evoker first Quests without level about level 10?
Ive seen some guys having nice Level 10 Twinks.
Same question is for Orc DK, i think you can only do 10 DK if you play the "new" Races.

But how its on Evoker?

okay, i tried to use my translater addon on this Guide but this english is so hard to understand, i dont know who written it but not even the translater can tell me what to do to stay lvl 10. I used Google Translate and its very bad written, can u give me some facts what to do and how to reach it? Only seen a ghost running around a second evoker and something about a quest in a wrong zone. Okay i asked ChatGPT to translate. Now i need an another level 10 Evoker that can do that. Okay sounds much more complicated.

You need someone with a XP locked GF evoker. You can't skip the questline, so the goal is getting min XP.

So the trick is the GF evoker with not completed campaign give me his lesser 95% EXP debuff. So i can do quests and dont lvl up to much (only 5% exp received from all Quests) ?
