Everything level 11 but I'm 12?

I've just come back to wow after a long break so sorry if there's an obvious reason for this. My WW monk dinged 12 on the boars outside Org, I went in and turned off xp, then noticed everything was still 11. If it's unintended then I'm not sure how this happened but it's a great thing for a PvE twink isn't it?

I notice a lot of enemies are a level lower, maybe all? I dont really take notice except that I've seen them a level below me.

edit- i worded that dumb... but the notice i've taken was to wonder the same, is it intended. Never cared enough to check.

in bfa being above a certain amount into level 20 or (any level) would make dungeon bosses 20-21 and never as 19, and more mobs would be 19. and also rares would be higher always.
this might be still a thing., since it sounds like you dinged and instantly went to lock, under 5-10% probably
