EU EU Most Active 19 Guild/Server?

Hey guys,

I'm wanting to expand and make more 19's, however i want a specific main.
I daren't ask which is the 'Best' 19's Guild, however i do dare ask which is the most active?
What server has the most 19 activity, and which guild is the most active at a good level. Are their any requirements to joining these said guilds?

Any help would be grand, thanks.

I've been on Draenor today a few times, no one seems to be online. I can't find anyone anyway, they still quite active as a guild in general?

Yeah I'd say so. You can't /who people below 20 anymore, so that might be why you aren't finding anyone.
