US Epic Procs level 1?

Can upgrades proc from quests at level 1? Also can you farm the rare spawns for epics as a level 1?

I believe if the item from the quest is green or up it can proc. The one that comes to mid is starting gnome quest, that might be doable. But grays/whites aren't going to proc AFAIK. Zone green drops start at level 7 I believe.
