Epic BoE Items

Greetings,
While running a dungeon, is it possible to have a blue BoE turn into epic ? For example, Shadowfang, Gloves of the Fang, Gloomshroud Armor, Ring of Precision, etc.
Also, are those items worth it anymore with the addition of level scaling and items being epic, and if they were to upgrade would they be worth it?
